Well, I got past the launch problem. I uninstalled Paintslate, but I had to do a forced uninstall to remove it from my computer. The standard uninstall did not work. It appears that some installation, at sometime, did not go correctly and caused the continual install/configuration dialog box to pop up when another program was installed and launched.
Once the program was remove, Artist launched as expected. Thanks for the suggestions and the help.
