You can block the Adult/ Pornography category and allow YouTube. In this way, your users can watch YouTube, but if the page has some inappropriate content, HT System Administrator will block it.
Please note, you can block websites by keyword. For example, you can add the word swimwear or underwear to make the filter more strict.
You can also review the Search Queries log to see if a user bypassed the filter with mistyped words and add them to the blacklist.
You can configure HT System Administrator in many ways, correcting your bans.
