Umm…. I think Chrome already does all this, except the part about limiting your search engine choice to Bing.
I see nothing about an option to mark cookies which you want to keep (and remember to keep them next time), and delete the rest. I used to have a Firefox add-on that did that. Sadly, it’s nearly impossible to trust add-ons — you don’t know what they’re doing when you’re not looking, or even when you are. Come to think of it, it’s hard to trust _any_ program that can change things within your browser.
