After downloading I do not know how to open

I click the shareware link but NOTHING downloads into the directory I have chosen.
The license agreement is in German. I have no idea what I’m supposed to be agreeing to

Right-click on the program icon in the Notification area (system tray or status area) and choose what you want to do.
In this program, by clicking on the icon in the Notification area, click and the windows will close or the buffer will be cleared.There is an analogue of the program from ntwind “CloseAll”. This program allows you to select applications that need to be closed
I have tried to install this twice on my Windows 10 and I can not find it anywhere on my laptop after it has supposedly been installed. No, it is not in my notification area either.
OK This is weird and confusing. I used Cortana to search Close All Windows and discovered that there is a Close All Windows.zip in my download file in addition to the sharewareonsale download so I opened the zip to find a .msi and I tired to install it. I got a message that I need .NET Framework 3.5 did I want to install it. I selected yes was taken to a Microsoft site to download Net framework 4.0 and then got this message from Microsoft:

Same or higher version of .NET Framework 4 Client Profile has already been installed on this computer.
So? I can’t use this program? Is that the end result?
