Kepolisian hanya bisa memantau rumah susun yang ada di cakupan wilayahnya, serta memantau pelaporan masyarakat penghuni rumah susun. Imigrasi dapat memantau adanya penghuni gelap/imigran gelap dan dapat bertindak secepatnya. Pemantauan penghuni gelap dengan bantuan alat pendeteksi panas tubuh yang terpasang di setiap unit rumah susun. Dinas kesehatan dapat memantau laporan kesehatan penghuni rumah susun yang berada di dalam cakupan wilayah kesehatannya.
