The "EV3 Web Library" comes along as a local http-server that offers a javascript library to control a bluethooth connected EV3 brick. (No further software needed!)
Additionally you can see thru the mobile device camera in your Web-Browser, so feel free to put your mobile device on the robot!
The web page that will be loaded after connection with your browser shows and explains the possiblibities.

Steering a robot with live video remotely is not the sense of this app!
The default page is just an example of how effective programming the EV3 using JavaScript and HTML can be.
