Which photoshop version is required for these?
[ @Ashraf] Seems to be an issue when extracting. I used Winrar to extract the files and it’s some kind of a different file that does not do anything.
[@Brian Harris] The download consists of.atn files, these are are used by Adobe Photoshop, this is what you need to open them. It is basically a shortcut for a series of actions to be carried out by Photoshop – sharpening images, adjusting settings according to themes etc.

Will these actions also work with Photoshop Elements 2021?
