Another Chinese program with political leaning ,looking for a place on your computer for free .
Since forever (Jakob Nielsen et al.), animated banners have been deprecated as bad design and usability practice (extremely so). They distract and vex the mind and brain and are ultimately counterproductive for the web / app designer, whose purpose is to attract and engage the reader / user, not to repel him.
