No, The Windows Snipping Tool is designed primarily for “Screen Captures” or various areas displayed on your monitor. Cutout 6 (and programs like it) are designed to remove the backgrounds from areas of a photograph so that the cutout image can then be pasted into another background. For example, you have a photo of yourself standing infront of a tree that’s infront of your house – cutout 6 could be used to remove everything in the photograh **EXCEPT** you and then JUST YOU could be placed on a a different background image, maybe a seashore beach, so that the new composite image LOOKS like it is an original photograph of you standing on a beach.
