There is excellent freeware which cuts on any frame, not only on keyframe. Look for Smart Media Cutter.

It’s NOT freeware but freemium and claims to be “frame-accurate video cutting with AI-powered transcription.”
Problem with frame-accurate or cut on any frame is it WILL require re-encoding at least in part on cut on b or p frames up to next key frame bat most of these programs use stolen unlicensable FFMPEG binaries to perform the cuts so are bound to re-encode the entire stream as FFMPEG is not smart enough to encode up til next keyframe and copy from then onwards.
I think you miss the point of the giveaway it claims to NOT re-encode and therefore NOT reduce quality of the previously encoded video. Each generation of encoding using all modern high compression codecs like H264, H265 or AV1 or VP9 etc reduce the detail information in any video stream regardless of the bit-rate you choose to encode at so ideally you want to limit the number of these lossy encoding sessions you do. Smart media cutter is only available for windows 10/11 too and from Microsoft app store though there is a portable zip download, Just checked it is a GPLv2 open source program and includes GPLv2 or later FFMPEG DLLs so will likely do unnecessary re-encoding beyond the next key frame which could have been losslessly copied.

GuestThis software is closed source, therefore it is not legal for it to use and distribute the GPLv3 licensed FFMPEG executables within it. It is a completely illegal program due to this. They should and could have built FFMPEG.EXE and FFPROBE.EXE to use the LGPLv3 license which would then made it legal to distribute as part of closed source program assuming they also gave attribution to FFMPEG.ORG project and provided copies of the LGPLv3 and GPLv3 license texts. It appears to not re-encode the audio streams either from the rate it copied the segments.

Guest[@TK] while smart media cutter was open source… turns out only part of it was and it is no longer open source so like todays offering it is illegally distributing FFMPEG binaries that are built to contain GPLv2 code so cannot legally be used in and distributed as part of a closed source product such as smart media cutter. The COULD have been legal but chose to be illegal stealers of FFMPEG.ORG intellectual property.

GuestWhy does a basic FFMPEG based video cutter require the inclusion of a chrome embedded browser? What web activity that requires a full web browser operation does this need? Registration should not require it and launching help and Learn more or buy now in the systems default browser does not require it.. What background web activity is going on in secret?

Guest[@Tom] did you try and register windows with mac code or visa versa… that would cause registration to fail… I note that this program does not display the expiration date or days remaining of the expiring license so one day when you’ve forgotten it’s an expiring license it will just expire out of the blue and stop working.

Guest[ @Ashraf] I’m more used to the ones that allow flexible editing or cut marks. Having something that can split a video into equal parts might be useful, but not with me. And version 1.2.3. yeah, we’ve seen those apps, version 1 of something. What version is AutoDesk up to now?

double clicking on the correct license code for the platform I installed on selected just the characters required and I hit CTRL-C and then pasted it into the registration box, I think I used CTRL-V and not the context menu paste option and it worked fine for me. DO NOT try and type it in manually as that is very likely to introduce errors.
