An Internet connection is required for the voice recognition and an installed voice output (TTS).
Typically, this is already installed on your smartphone.

This App is not compatible to the original Firmware of the Pollin Board "AVR NET IO".
For that board you have to either change the firmware or use the previous App "Arduino Home".
